[MC-219965] Lightning rod in a thunderstorm shows spark particles

Thoes particles should appear only when lightning bolt strikes lightning rod, like what happens to copper block.

Note that this only happends in thunderstorm.

Note: This can only be reproduced during /weather thunder not /weather rain

This is probably intended. The particles are helpful because they warn the player that lightning could strike at any moment.
