(Parity issue) Moss carpet can't be waterlogged

I do not play the bedrock betas, but I can confirm that they are not waterloggable on java. On bedrock all carpets can be waterlogged, but on java they cannot, but since the moss carpet was added in the caves and cliffs update this is a valid parity issue.
