You cannot use items while looking at wolves owned by other players

The Bug:

You cannot use items while looking at wolves owned by other players.

This bug doesn’t affect cats or parrots. It is probably caused by the ability to dye the collars of them even when not being their owner. (see MC-197241)

Steps to Reproduce:

1. Summon a wolf that isn't owned by yourself by using the command provided below.

   /summon minecraft:wolf ~ ~ ~ {Owner:"Notch"}

2. Attempt to use an item while looking at the wolf, for example, a spyglass.

3. Take note as to whether or not you can use items while looking at wolves owned by other players.

Observed Behavior:

You cannot use items,

Expected Behavior:

You would be able to use items.
