/data merge @e[limit=1,distance=10100] will freeze mobs,drops and lava damage(not tested with other damage) while leaving other game aspects normal(like walking) while /say @e[limit=1,distance=10100] will freeze all aspects of the game.
Upon resuming mobs,they will be accelerated in time(for example,if they're chasing you if you don't go very far they will "teleport" to you)
