[MC-221462] Activator rails make any block tnt-proof

When an activator rail is placed on top of a block, it can't be destroyed with tnt-minecart's explosion.

I'm not certain of this, but I think this has been in the game since 1.15, and I think it is purposeful.

Any rails stop tnt minecarts from exploding the blocks beneath them.
