Repro Steps:
1. Create a new World in Creative mode with Caves and Cliffs toggles on.
2. Obtain Axolotl Spawn Egg and Splash Water Bottle.
3. Spawn Axolotl by Spawn Egg and wait for 4 minutes and 30 seconds.
4. Throw Splash Water Bottle on Axolotl.
5. Wait another 30 seconds.
6. Observe the issue.
*Observed result:
*Water splash potions don't give the axolotl 1.5 minutes of moisture. Other sources like Water, Rain and Bubble Colums fully moisturise Axolotl.
*Expected result:
*Water splash potions also give the axolotl 1.5 minutes of moisture.

Can confirm. There is a much easier method of reproducing this issue.
Steps to Reproduce:
Summon an Axolotl on land outside of water.
Inspect its
AirNBT.Splash a splash water bottle on to it.
Inspect its
AirNBT again.→ ❌ Notice how the
Airvalue did not increase, despite splashing the axolotl with a splash water bottle.
