Glow squids and axolotls spawn in all oceans

Glow squids and axolotls are supposed to be exclusive to cave aquifers, but any swim through the ocean will show you this isn't the case. This likely relates to another bug that causes aquifers to always generate at the bottom of ocean biomes.
