[MC-221637] Custom Resource Pack Does Not override Official Cape Elytra Texture

I have a Realms MapMaker cape and when I use a texture pack that changes the elytra, my elytra remains as the Realms MapMaker texture.

Resource packs can only overwrite the default texture, it unable to overwrite capes, elytra capes and player skins are all feature requests. They're not textures from the game assets, but downloaded from the skin servers.
