Sharpness doesn't work when used on sword or axe/decreases attack damage

This happened way before the bug with the stone and the netherite pickaxe problem.
My sword and axe say it has 11 and 13 attack damage but when I use it, it only takes 7 or 8 instead for an unknown reason. (picture shows it takes 7 attack damage)
