The Bug:
Endermen holding candle cakes do not drop the candle or the cake upon being killed.
Steps to Reproduce:
Summon an enderman who is holding a candle cake.
/summon minecraft:enderman ~ ~ ~ {NoAI:1b,Silent:1b,Health:1f,carriedBlockState:{Name:"minecraft:candle_cake"}}Kill the enderman and look closely at the loot it drops upon death.
Take note as to whether or not endermen holding candle cakes drop the candle or the cake upon being killed.
Observed Behavior:
Endermen holding candle cakes do not drop the candle or the cake upon being killed.
Expected Behavior:
Endermen holding candle cakes would drop the candle and the cake upon being killed.

I swear I saw a similar report before about them not using the block loot table to determine the drop, but rather trying to drop the item form of the block directly.
Have you tested liquid filled cauldrons, wall heads/banners/signs, etc. to see if they drop the correct item, if an item at all?
I've only tested candle cakes at the moment and just to let you know, liquid filled cauldrons is MC-205885.
wall banners, signs, and heads will correctly drop from endermen, but will not display. I have created a ticket for that.

you can reproduce it even quicker as you can one hit it with your fist.
