What I expected to happen was...:
Ancient Debris to generate as normal
What actually happened was...:
Ancient Debris did not appear to generate as normal
Steps to Reproduce:
1. Generate a world in this snapshot and search for Debris in the nether.
2. Use /fill to remove netherrack (although I observed this through survival game play, after mining normally at y=15 for a significant amount of time and finding 0 debris)

Do you have a specific seed in which this occurs? If so, could you also include a snapshot with the F3 screen enabled?
After using a /fill command, I was wrong and debris does still generate. I still believe that it is significantly rarer though, I've attached images of my survival mine that outputted no debris whatsoever (apologies for low render distance, playing on a not great device)
Update: I did what Xarkenz suggested and did a comparison of the same seed in different versions, doesn't seem like there's a difference. Sorry for wasting everyone's time. I'll attach some screenshots of the test anyways.
Not true. Downloaded a xray mod and found a ton of Netherite. Maybe you're just unlucky?
Seems to be a bit rarer than normal but that just might be me.
