If it's by breaking down the door, yes, its a bug.

If it's just opening the door then it's not a bug. Since Villagers can also open doors with the setting off

My testing seems to align with CrustiesAuto61, villagers can open them too.

Mark WAI, mobGriefing does not disable mobs changing block states such as opening doors.
