[MC-222528] Goats do not spawn in the right biome

This was also in 21w13a, Goats are not spawning in higher places of Mountains, they are only spawning in-between mountains or below mountains.

Mainly they were only spawning in the extreme hills biomes

In the video it shows the goats spawning on the mountain so how is this a bug?

I am unable to reproduce this issue in 21w20a. Goats seemed to spawn in the correct biome (mountain biome) and no issue was apparent.
