Aquifers' walls generated right next to other aquifers with lower water levels only generated above the next aquifers' water level. It makes the aquifers generation unrealistic.

Duplicate of MC-214877 which is unfortunately resolved as WAI.

For weeks this "bug" has been bothering me every time I found aquifers. If it really is WAI, I guess this will bother me forever now.
