Can't grow sugar cane with bone meal

I plant sugar cane in the light with water, I use bone meal on it and does not work. This was a change in the 1.17 snapshot, maybe it is not a bug.

You never could grow sugar cane, cocoa beans or cactus with bonemeal. WAI. That was NOT changed in 1.17. 

This is intended, but I would really like it if this was a thing.
