[MC-222790] Cannot launch minecraft error code: -1073740791

I know this seems like another copy of MC-112780 but it REALLY isn't I have tried EVERYTHING it says for the solution but it doesn't work, razer synapse is NOT installed. Latest driver is installed, What is happening and how do i fix this
