Hopper can only output to hopper (didn't try with any other container) which are below. It cannot output to hopper which are next to it.

This bug was tested on a server.

Maybe it is a datapack which disallow to output to other hoppers

Ok, so we disabled a datapack and the bug disappeared, so I think it's resolved?
