[MC-224357] Lost all stuff while playing on keep inventory

While playing on a survival world i died in the nether to see all of my stuff was gone, i knew i was playing on keep inventory so different realm or not i should have keep my stuff. Does anyone knows why or how this happened?

I am unable to reproduce this issue in both 1.16.5 and 21w17a. After enabling the keepInventory gamerule and dying in the nether, I kept all of my items.

In some servers, keepInventory only works in the Overworld, not in the Nether or End.
