[MC-224400] Copper in large veins still spawn as normal ores in deepslate

Copper ore that generates as part of large veins still generate as stone ores when spawning in patches of deepslate

Can confirm for 21w17a; following copper ore veins into deepslate blobs leads to stone copper ores being completely surrounded by the deepslate on all sides.
