Game keeps freezing every couple of seconds

Would MC-197616, happen to describe your issue?

I'm having a similar sounding issue. It happens when I walk into viewing range of an npc village. My game starts stuttering every few seconds. The issue persists after leaving the area that makes it start happening, and through reloading the save. The thing that fixes it is closing the minecraft client entirely and reopening it.
