In 21w17a, Dead Bushes generate within swamps when i believe they are not meant to. This happens both when using the Caves and Cliffs preview pack and while not using it.

Tested the seed in 1.16.5, no dead bushes generate in that version. The seed this was discovered on was 6537777528964187540
Just to further inform you, this issue was later resolved as "Works As Intended". See the parent ticket MC-169563.
