[MC-224931] Tuff no longer generates above Y=0

Tuff no longer generates above 0.

Changelog only states that deepslate won't generate above 0.

You need the C&C datapack.

The data pack served the same purpose, it is also outdated now and replaced by the experimental snapshots.

It's not outdated, it's for 1.17.1

The data pack was for testing the new generation, newer versions to test the generation (the experimental snapshots) exist, thus it is outdated. They're not going to fix issues with it.
