[MC-224947] Tamed wolves' health cannot be modified by commands

Tamed wolves' data cannot be modified by commands.
If you were to tame a wolf then do" /data merge entity @e[type=wolf,limit=1,sort=nearest] {Health:0}" the wolf's health would not change.
