[MC-225180] Netherite shovel can be hold in the offhand

On java edition the netherite shovel can be hold in the offhand. On bedrock it can’t. Valid parity issue. Netherite shovel added in 1.16.

Not a Java issue.
This is not an issue with netherite shovels, but with the offhand mechanic, which was added in 1.9 in Java and 1.1.0 in Bedrock, both prior to Buzzy Bees. As such this doesn't qualify as a parity issue that's allowed on the bug tracker.
