[MC-225223] Shulkers teleport into any non-collision blocks, except end portals

Shulkers can no longer be made to enter end portals.

Shulkers will now teleport to any location with an adjacent solid block, even if the location is occupied by a non-collision block, such as buttons, torches, rail, etc.
