Observed Behavior
The Shulker Shell Is Rotating.

Expected Behavior
Shulker Shell does not rotate while riding entities.

Can confirm in 1.17.1. The command provided in this ticket doesn't actually function so here is the correct command needed in order to reproduce this.

/summon minecraft:armor_stand ~ ~ ~ {NoGravity:1b,Passengers:[{id:shulker}]}
