Netherrack would spawn upon being placed

Netherrack would despawn seconds after being placed
Steps to Reproduce:
1. Go to the nether (I have not tried this in the overworld)
2. Place Netherrack

I am unable to reproduce this issue in 21w19a. The behavior that you're describing sounds similar to MC-225010, so would this ticket happen to describe your issue?
