Me and my friends are playing on our server, since snapshot 21w18a, when we updated it to 21w19a monsters stopped spawning. Phantons still spawn if we don't sleep, but all the others were never seen again

Do you have many mobs gathered in one area? If so, then the game might stop spawning monsters because there are too many mobs in one chunk.
