[MC-226142] cats not breading

cats are not breading if you feed a tamed cat fish it will do the heart effect and not bread with other cats( i don't think this is a huge issue i just thought id let you know)

I am unable to reproduce this issue in 21w20a. Please provide some videos or screenshots of this issue occurring whilst the F3 debug screen is enabled.
