Scaffolding Third Person Inconsistencies

When standing in the middle of a scaffolding tower in third person mode, the camera will stay zoomed out when pointing downwards, but when looking upwards, the camera gets stuck in the player's feet as if you were standing on a solid block. I tried seeing if this happened with glass as well to see if it was intended, but with glass, the camera goes through both ways.

It's most notable when going up a scaffolding tower in third person, looking straight up. The camera jerks back and forth every time you go up a block. When looking straight down, however, the camera stays the exact same distance from the player.
