[MC-227568] I have created a new world and the seed was 0 and it breaked a big part of the world including bedrock.

What I expected to happen was...:
I expected to have a normal seed

What actually happened was...:
I had a download world and it was seed 0

Steps to Reproduce:
1. Open the world
2. Go to the coords 1052 46 608
3. See that the seed is 0 and the world is breaked.

In the we transfer web and put it on minecraft and it says that is an older version but it was done in the 1.12 were the seed 0 was disable

I'm having trouble understanding and the download doesn't work. Make sure it can be downloaded outside of your login.
The bug link, MC-44944 talks about some issues with a few seeds resolving/hashing to 0.

To clarify, Mojang only accepts bug for the current versions which are 1.16.5 or the `1.17 release candidate.
Downgrading is not supported. Don't open a 1.17 world in a prior version.

Can you tell us the original seed?
