[MC-227594] Loading into a world while on scaffolding will start the player at the bottom

The Bug

Loading into a world while you are on scaffolding will load you at the bottom or under the scaffolding

Reproduce

Create a world
Place some scaffolding and go on the top
Leave the world then rejoin

Observed Result

You are no longer on the scaffolding

Expected Result

You would still be on the scaffolding

Had a hard time recording the whole process and staying under 10 MB. Here's a screenshot before saving and quitting, then a short video of what happens when I load the world.

Confirmed 1.18.1. Added video. Except I didn't start at the bottom, I fell off entirely

I cannot reproduce this in 1.21 on single player, or multiplayer.
Can you still reproduce this issue? If you can, please attach a video showcasing the behavior, and clarification on whether or not this is exclusive to multiplayer. Also, MC-228420 may be relevant to this report.
