Skeletons that are spawned by functions are empty-handed

When the skeletons were spawned by the data-pack, the skeletons were not holding a bow. I just changed the tag and it wasn't supposed to change their items.

Not only that, but I noticed that the skeletons are not behaving like usual.

The one without a bow just followed me around and not attacking me like if it was my friend.

And the one without a bow just stalked slowly toward me and would attack me.

This was in affect of 1.17 release.
