When updating my server from 1.16.5 to 1.17 I had to install the the 1.17.jar file off the Minecraft website. when trying to open this file I am met with a JNI error. Also the I have installed the Java SeE development kit, and the problem still persists.

@Jake Peterman, are you sure you are using Java 16? (The minimum supported Java version has been changed from Java 8 to Java 16: https://www.minecraft.net/en-us/article/caves--cliffs-part-i-out-today-java.)
