I updated my java realm to 1.17. My drowned farm is dropping gold ingots.

Can confirm; drowned are still dropping gold ingots as of 1.17 release.

Do you have any data packs enabled? If so, this is an issue with those packs (and is being tracked as MC-227802, Invalid).
