The debug stick cannot interact with a light block to change its light level or waterlogged state. To reproduce, place a light block and try to click it with a debug stick. While you technically aren't supposed to interact with technical blocks like Light, the debug stick is meant for just that.

No, what's unsupported is the bugs arising from its use on blocks. Issues with the stick itself are valid, such as not being able to use it at all.
You can only target light blocks if you're holding a light block. Everything on top of that is a feature request.
