Fish emptied from named buckets of fish will have a nametag

If a player names a bucket of any type of fish (salmon, cod, pufferfish, tropical fish, axolotl), the fish (when placed) will show a nametag that shows the same name as the bucket. For example, if you name a bucket of tropical fish "Fish", then place it, the resulting tropical fish will have the nametag "Fish".

This is intended - if you name a fish and scoop it into a bucket it will name the bucket

This is an intended feature as stated above, the game creates a variable for fish that are picked up in buckets and remembers all their data, it also makes it so they cannot despawn.
