The clouds appear to be offset so that they extend further in the east and south directions than in the north and west directions. A resource pack is used in the images to remove the fog on the clouds for a clearer view.

I didn't explain in very well. What I mean is that the clouds in the north/west directions are unloaded at a closer distance to the player than in the south/east directions. I have made a resource pack that better demonstrates this by drawing all clouds red past a set distance from the player and making the cloud map a solid colour. A render distance of 16 is recommended for best result.

I don't quite understand what you mean? Yeah, there are more clear areas and more crowded areas in the clouds texture. Is that what you mean? If so, clouds aren't supposed to be evenly distributed.
If you want to you can also change the shape of the clouds with a resource pack.
