[MC-229171] No end ships

So i am trying to beat Minecraft fully no cheats in 1.17 but I gave up as could not find any end ships i even teleported to places above 10k on the x-axis and 100k on the z-axis. What has happened could it be an issue with my world is is this a 1.17 bug. This is so annoying for people who want to beat the game by getting every advancement and because of this it is not possible.

What's the world seed? Did you enable structures when generating the world?

i fixed the issue by replacing the dim 1 folder with a known good one the seed is 5774367113917266099 i did not change anything about the structures also the end cities were just the single towers
