I had noticed almost no hostile mobs spawn in the overworld on java servers, and at first I dismissed it as just unfortunate rng... but then I came across this reddit post wherein other players are also noting hostile mobs are hard to come by in 1.17....

Edit to add: it appears the line with mob count is also missing from the f3 screen.

However, this issue is Invalid.
Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.

While I (a client) and the reddit thread creator (who neither I nor the bug reporter know) do use Optifine on our client instances, it's unable to be installed on a server and should therefore be incapable of affecting server-side mechanics such as mob spawns. Attached is a screenshot taken from a vanilla instance, on the bug reporter's server (which is what lead us to discover this). There still appears to be no mob counter where it would be expected.
