[MC-229691] Server Resource Pack Couldn't be Applied

I run a Minecraft server which uses a custom resource pack, and ever since we upgraded to 1.17, an error message pops up every time someone attempts to download the server side resource pack

"Server Resource Pack couldn't be applied. Any functionality that requires custom resources might not work as expected."

You likely need to change the pack format number in the pack.mcmeta file. For 1.17 this is 7. This resolved the same issue for my resourcepack.

I checked my vanilatweaks resource pack and it already has `7` in the pack_format field. I get this same error here on 1.17.1

Having the Same issue. Pack version 7 and still not working. Pack works fine if installed manually.

Fixed my problem. Windows put the resource pack into a folder within the .zip file. by remaking the .zip file with the resource pack files in the main directory fixed the problem. Hope this helps someone else.
