[MC-229731] Extra unusable hearts

I once applied effect "Health Boost" level 46 and had the effect removed via entering the Exit Portal in The End dimension.

However, while the effect was removed, the black hearts were not removed along with it. Filling the hunger bar to full will only heal the player to 20HP (10 ❤) and not filling up the remaining hearts.

@Avoma it is not duplicate of MC-6431

MC-6431 is reported to lose all effects.

This bug, not only had all effects lost, but the remainings of the effect still apply, which should have been gone along with the effect.

However, this issue is Invalid.

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.

Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.
