I don't get it but when I update from minecraft 1.15.2 to 1.17.1 my elytra does not work it just falls off of me!

Updating from older to newer versions has always been supported. Any errors with it should be reported as bugs. The whole reason 1.17 got split into 2 updates is BECAUSE there were problems with updating old versions to the higher world height and new worldgen (so those snapshot features were reverted and will be in 1.18 instead).
Having said that, I don't remember hearing about any problems with playerdata (which is what this would fall under). That makes it doubly important to report.
I was not able to reproduce this. I updated 2 worlds from 1.15.2 to 1.17.1 pre-release 3. In both worlds the player was wearing an elytra. In one world the player was currently flying; in the other world, the player was just standing on the ground. Both worlds upgraded without causing the elytra to fall off of the player.
Updating from older versions to newer versions doesn't tend to be supported and can cause bugs like this, however it could still be a bug in the game.
