[MC-230685] water in nether

if you use a debug stick on a rail or other waterloggable block in the nether you get a water source block found it in 1.17

Issues that are caused by the debug stick are not supported.
Outdated versions of the game are no longer supported. That's why they will not let you pick past versions.

i actually found it in 1.17 but i forgot so i said 1.16
