Hi! I Downloaded the oficial datapack for the 1.18 caves generation and found lapis lazulli above 32 in 2 different places. idk if it is some strange bug or feature, but i will report here.

It appears that in the caves & cliffs preview pack this is intended. Lapis can generate from Y: -64 to Y: 64 so being at level 61 is a valid location for it. See the ore distribution image for more information

World Type:
"Default" if you have not chosen one when creating the world.
For "Superflat": Additionally provide the generation preset.
For "Buffet": Additionally provide the generator type and biome you have selected.
Additional generation settings (in case you changed them): E.g. "Generate Structures", "Bonus Chest", ...
Seed: Can be obtained by using the
/seedcommand and clicking on the message in chatCoordinates: Can be copied to clipboard by pressing
