Arrows that are not in water create bubbles

If you create a water stream that has one block missing from the middle, it creates bubbles, even though it is not in the water.

Steps:

1. Place a block, I used a command block to summon the arrows cuz they're better aligned that way.

2. Place water on the block.

3. Fire arrows through the column with air and water around it.

4. Watch the bubbles come from nothing.
