[MC-231551] Drowned not Dropping and only Rotten Flesh

My world which was made in snapshot 21w16a, now updated to 1.17.1, drowned do not drop copper at all , I have killed at least 20 at a time and none of them dropped

Yes I did , maybe it might be the datapack

Does disabling the data pack resolve the issue?
