[MC-231556] I can't craft concrete

I wanted create concrete but I cant i created a copy in creative and also can't craft it. I created a new world and i can crafted the concrete. This problem only happens in my world. It happend i normal minecraft and in optifine.

Did you happen to have any data packs enabled? If not, what was the "doLimitedCrafting" gamerule set to at the time of experiencing this issue?

I don't have any mod or data pack. I do not change the "doLimitedCrafting" gamerule so i thing it is set to false
