[MC-231731] items can be placed on and under the frames

with this error, you can place blocks shown in the photo on and below the frames, the blocks get stuck in the textures of the frame.
in my opinion, it is not necessary to do this so that the blocks shown in the photo do not fall on the frame and under it
1 need to put a frame
2 move the cursor over the edge of the block on which the frame stands, as shown in the photo, and place the blocks shown in the photo

Items frames can occupy the same space as some blocks. See MC-2605.
