I was playing the experimental 1.18 snapshot, and when I went to the end the obsidian towers didn't spawn.

Pretty sure you have to report 1.18 experimental snapshot bugs to this reddit thread.
Or the relevant feedback page. This bug tracker will not take in reports from the 1.18 Experimental Snapshots.
